It's not likely that a partitioning utility will ever be a portable app because of the dependency on admin privileges. However, a great tool for a bootable USB Key is. I have the drive set up with YUMI as well as PortableApps. 1 Partition, FAT formatted. While Windows is running, it behaves as a normal flash drive, on bootup, you can load any of OSes that you set up using the YUMI utility. I'd recommend a minimum of a 4GB flash drive for this, depending on how many OSes you'd like set up in YUMI. Just after I posted I found a free alternative called Partition Wizard: Haven't used it yet, but the product looks mature and offers everything I need in the free bootable ISO.

Boots fine as a DVD so I'll try making a bootable USB, too. YUMI looks real interesting, though, as I have a whole box of USB drives with various utilities and useful stuff and the idea of having one or two big fast drives with a boot menu to select from is very appealing. YUMI seems to focus on the various Linux distros, but could I have, for example one key with both Windows 7 and Windows 8 installers? Possibly a mix of bootable and content that can be launched separately or via Portable Apps?
